What customers complain about

Most complaints to water companies, including Wessex Water, concern billing and charges (around two-thirds of all complaints in CCW's 2024-25 data), followed by water and sewerage service issues, sewage/pollution incidents and how compensation under the Guaranteed Standards Scheme is applied. Wessex Water is one of the better-performing companies for complaint handling: CCW rated it top on both complaint volume per 10,000 connections and complaint handling in 2024-25, alongside Portsmouth Water and Bristol Water. Customers typically complain first to Wessex Water (by phone, online or post), escalate within the company to a senior manager, then seek free independent help from CCW, and can finally use the binding Dispute Resolution Ombudsman if the dispute deadlocks.

Complaint categories

  1. 1
    Billing and charges

Bills and charges are the largest single source of complaints across the water sector, and CCW linked the 2024-25 rise in escalated complaints to customer upset over bill increases.

CCW 2024-25 reporting: billing accounted for around two-thirds of complaints made to water companies (63%) and to CCW (66%). This is a sector-wide share, not a Wessex-specific breakdown.
  2. 2
    Water supply and sewerage service

Operational issues - supply interruptions, low pressure, leaks, drainage and sewer flooding - are handled separately from billing and are the second main complaint category.

Wessex Water operates separate billing and operational complaint processes with different contact routes (its published complaints guidance).
  3. 3
    Sewage, pollution and environmental performance

Sewage spills and pollution incidents have driven regulatory and public scrutiny; Wessex Water was the subject of an Ofwat wastewater enforcement case concluded in 2025.

Ofwat confirmed an £11m enforcement package for wastewater treatment and sewer-network failures (December 2025); Wessex Water was fined £500,000 for pollution that killed thousands of fish (November 2024).

    What happens

If CCW cannot settle the dispute and it reaches deadlock, you can refer it to the Dispute Resolution Ombudsman, the water sector's independent alternative dispute resolution provider appointed via Water UK in 2026. It gives a final decision that is binding on Wessex Water if you accept it; if you reject it you remain free to pursue the matter through the courts. Apply within six months of CCW's closure letter.

Response times

Where Wessex Water cannot resolve a complaint at first contact or needs to investigate, it aims to respond within five working days of receiving the complaint. If you remain unhappy, the complaint is escalated to a senior manager and then to a final response; Wessex Water does not publish a single fixed timescale for those later stages. Under the industry Guaranteed Standards Scheme, where a GSS payment is due Wessex Water must generally pay within set time limits and, if it misses the deadline, an additional fixed penalty payment applies. You can go to CCW if your complaint is over eight weeks old or once you have a final response, and to the Dispute Resolution Ombudsman within six months of CCW's closure letter.

Know your rights

  • Water Industry Act 1991 and the Guaranteed Standards Scheme (GSS)

Sets the statutory duties of water and sewerage companies and the guaranteed service standards. If Wessex Water misses a defined standard (such as keeping appointments or responding to certain issues), a GSS payment may be due, some automatically. This is general information, not legal advice.

  • Consumer Rights Act 2015

Services must be provided with reasonable care and skill. Where a chargeable service falls short you may be entitled to a repeat performance or a price reduction. Its application to a regulated monopoly water service is limited, so CCW and the Dispute Resolution Ombudsman are usually the practical routes. This is general information, not legal advice.
