A new programme to improve home insulation and energy efficiency has been launched, however, there are concerns about the goals it has set out.

The £1 billion Great British Insulation Scheme programme will offer incentives to properties with low energy efficiency ratings and reduced council tax categories beginning in September 2023.

The government estimates that householders will save approximately £310 annually through the programme. However, South Tyneside Green councillor Andrew Guy is concerned that the programme may not reach its target audience in time to assist them this winter.

“There is a danger that installers will be inundated with information they haven’t had time to read,” Guy said.

The Department of Business, Energy, and Industrial Strategy (BEIS) has stated that households can access low-cost solutions such as loft and cavity wall insulation without government assistance. However, it is still being determined how effective these measures will be in addressing the energy efficiency disparity in the UK housing stock.

The estimated average cost per household is £1,500, and the programme focuses primarily on owner-occupied homes with low energy-efficiency ratings. The programme is anticipated to reach a larger audience than previous initiatives, including middle-income earners who previously lacked access to programmes.

According to Josh Raffo, the commercial director of Thrift Energy, “Those who also feel the squeeze of the cost of living problem will welcome it.” However, the programme may encounter obstacles when attempting to reach those who most need it.

It is anticipated that by 2025, newly rented properties will be required to have an Energy Performance Certificate (EPC) rating of C or higher in England. By 2028, all extant leases will be subject to the same requirement. Any violation of these regulations could result in fines of up to £30,000.

This includes Sunderland cottages and Tyneside apartments constructed in the early 20th century and needs to meet current thermal efficiency standards.
