The answer depends on when participating lenders complete the government’s approval process and begin launching consumer loan products.
Current Position
The Warm Homes Loan Scheme is currently open to lenders wishing to participate in the government-backed programme.
Financial institutions apply to the Department for Energy Security and Net Zero (DESNZ). Successful lenders can then develop loan products designed to finance eligible home energy improvements.
Consumers cannot currently apply directly for a Warm Homes Loan.
When Could Consumers Apply?
At the time of writing, the government has not announced a date when homeowners will be able to submit applications.
Instead, the first stage of the scheme focuses on approving participating lenders.
Once approved lenders begin launching products, consumers will be able to compare available finance options and apply directly with those lenders.

Why Isn’t The Scheme Open To Homeowners Yet?
Unlike a government grant, the Warm Homes Loan Scheme relies on commercial lenders.
Those lenders must first complete the government’s participation process before they can offer loan products to consumers.
This helps ensure participating lenders meet the scheme requirements before loans become available.

How Will Consumers Apply?
Once products are available, homeowners are expected to apply directly with participating lenders rather than through the government.
