The Energy Company Obligation is a government-funded programme intended to assist vulnerable households in improving their energy efficiency and lowering their energy costs.
The most recent version of the programme, ECO4, targets low-income families and social housing tenants. This guide will discuss ECO4 social housing eligibility, the various paths to qualification, and the application process.
Comprehending ECO4 and Important Terms

ECO4 Eligibility Requirements
ECO4 concentrates on assisting social housing tenants who reside in energy-inefficient homes. Properties with E, F, or G EPC ratings are eligible. Insulation, first-time central heating (FTCH), renewable heating systems, district heating systems (DHS), and smart heating controls qualify. Social housing properties in Band D are also eligible for Innovation Measures and must satisfy the MR requirements.
How to Obtain ECO4 Status
To qualify for ECO4, you or a family member must receive certain benefits or combinations of benefits or reside in a postcode designated by the government. Contact Consumer Rights to determine eligibility if you still need to meet these requirements. In collaboration with HACT, ECO Simplified can assist social housing organisations in accessing and managing ECO funds for home retrofits.
LA Flex Criteria
LA Flex provides four different paths to qualification. This programme is designed to assist non-benefit-eligible households who may still be eligible for home improvements. Depending on your location, the available services may vary. To be eligible for LA Flex, you must satisfy two of the following criteria:
- Route 1 – Domestic Revenues: Your yearly income must be less than £31,000.
- Route 2 – Targeting by Proxy: Your home must have an EPC rating of E, F, or G and satisfy any two additional requirements (e.g., LSOA 1-3, Council Tax Rebate, recognised by NICE Guidance as vulnerable to a chilly home, etc.).
- Route 3 – NHS Referrals: This route is advantageous for those with respiratory, cardiovascular, limited mobility, or immune-compromised disorders who are most likely to be negatively affected by a chilly home.
- Route 4 – Personalised Targeting: A supplier or local government submits a plan to attain fuel poverty-related goals, which is evaluated by a BEIS council.
Submitting an Application for the ECO4 and LA Flex Programmes
During the summer, the Department of Business, Energy, and Industrial Strategy will publish application procedures and evaluation guidelines for the ECO4 and LA Flex programmes. Consult your local government and energy provider for additional assistance.
The ECO4 programme provides social housing tenants and low-income households a valuable opportunity to increase their energy efficiency and reduce energy costs.
More households can benefit from energy-efficient home improvements by comprehending eligibility requirements and exploring alternative qualification routes, such as LA Flex. Keep abreast of the application process and guidelines provided by BEIS, and consult with your local government and energy provider for additional assistance.
