Who Is Eligible For Great British Insulation Scheme 2025?

To qualify for the scheme, your home generally needs to:

  • Have an Energy Performance Certificate (EPC) rating of D, E, F, or G. If your property doesn’t currently have an EPC, that’s not a problem, the energy performance of your home can usually be worked out by an advisor over the phone, or confirmed through a free assessment if needed.
  • Be in council tax bands A-D in England, or A-E in Scotland and Wales.

If your property doesn’t fall into these bands, you might still be eligible through LA Flex, which lets local authorities approve applications based on individual circumstances.

You can also qualify via LA Flex or HHCRO

  • A household income of £31,000 a year or less (before tax).

Someone in the household receiving a means-tested benefit, including:

  • Child benefit.
  • Housing benefit.
  • Income support.
  • Income-based job seekers allowance (JSA).
  • Income-related employment and support allowance (ESA).
  • Pension credit.
  • Universal credit.

Someone in the household living with a health condition made worse by the effects of a cold home, including:

  • Respiratory issues, e.g. asthma.
  • Mobility issues, e.g. arthritis.
  • Cardiovascular issues, e.g. heart disease.
  • Immunosuppressed conditions, e.g. Crohn’s.
