What are government grants for insulation?

Government insulation grants provide householders with financial assistance for the installation of insulation. These grants cover a substantial portion of the costs associated with upgrading and insulating homes for low-income and vulnerable households. The three national insulation grants include:

  • ECO4 
  • Warm Homes Scotland
  • The Nest (Wales) programme

ECO stands for Energy Company Obligation

ECO is a United Kingdom-wide programme in its fourth iteration, ECO4. It collaborates with energy suppliers to provide low-income households with financial assistance to cover the cost of installing loft insulation and other home enhancements. The government initiated the insulation programme in 2013 and will conclude in March 2026.

Who is Eligible for ECO4?

To be eligible for ECO4, candidates must obtain one of the following:

  • Income-related Jobseekers allowance
  • Income-related employment and support allowance
  • Income support
  • Pension credit guarantee credit
  • Working tax credit
  • Child tax credit
  • Universal Credit
  • Housing benefit
  • Pension credit savings credit
  • Child benefit (with dependencies) 

Procedure for Applying for ECO4 Funding

  • Complete the application form and submit it with the necessary documentation.
  • Consumer Rights will then contact you and arrange an installer for your case.
  • If approved, the installers will schedule a date to assess the property and then carry out the improvements and make your home more energy efficient.

Warmer homes Scotland

The Warmer Homes Scotland programme of the Scottish government provides funding and assistance to households struggling to remain warm and pay their energy bills. The programme can be accessed by contacting Home Energy Scotland, which will determine which forms of assistance are available. We will refer you to the property manager if your household is eligible. 

Who does the programme serve?

Warmer Residences Scotland is intended to assist individuals in making their residences warmer and more comfortable by installing various energy-saving upgrades. The Scottish government assists homeowners and private sector tenants who have resided in their homes for at least six months, meet the eligibility requirements, and need help heating their homes.

Who is Eligible for Warmer Homes Scotland?

  • Be a landowner or private-sector tenant to qualify.
  • Use the property as your primary residence.
  • Have resided there for at least one year (unless in possession of a DS1500 or BASRiS form).
  • A surveyor will evaluate your home’s energy efficiency if it has a low rating.
  • Live in a home that meets the tolerable living standard established by the Housing (Scotland) Act 2006, or, if the home does not meet the standard, the efficacy of the measures recommended for installation under the scheme will not be affected.
  • Homeowners have not received funding for energy efficiency enhancements in the past five years through Warmer Homes Scotland.
  • Either be at least 75 years old and without a working heating system or be at least 16 (of working age) and receive a passport benefit or income-related benefits.

Call Home Energy Scotland at 0808 808 2282 or fill out their contact form to get started. If you are eligible for the programme, you will be referred to Warm Works Scotland, which will conduct a household survey.

Nest (Wales)

The Nest programme assists vulnerable and low-income individuals in Wales by funding housing improvements and offering free, impartial energy advice. The Nest initiative provides free, impartial advice and, if eligible, a package of free home energy efficiency improvements, such as a new boiler, central heating, insulation, solar panels, or heat pump. This can reduce your energy expenses and improve your health.

Who is Eligible for Nest?

To qualify, you must:

  • Own or privately rent your home.
  • Have an inefficient and expensive to heat residence
  • Or suffer from a chronic respiratory, circulatory, or mental health condition.

How to Register for Nest

To contact Nest, dial 0808 808 2244. An advisor from Nest will evaluate your eligibility. If your application is approved, an assessor will visit your property to determine what energy-saving upgrades can be made.

Additional Grant Alternatives

  • Grants for Cavity Wall Insulation: The ECO, Warmer Homes Scotland, and Nest programmes offer cavity wall insulation grants to those who satisfy their eligibility requirements.
  • Grants for Spray Foam Insulation: Although less common, spray foam insulation can be covered by grants in certain situations, such as through the Warmer Homes Scotland programme employing innovative methods such as Q-Bot technology.
