What is the Warm Homes Loan Scheme?

The Warm Homes Loan Scheme was announced by the Department for Energy Security and Net Zero on 27 October 2026. It offers government-backed no- and low-interest loans for clean energy upgrades such as solar panels, batteries and heat pumps. The Chancellor confirmed its launch in Budget 2026 on 28 October 2026.

Instead of paying for an installation in one go, you borrow the cost and repay it over time. The government has worked with lenders to cut interest rates by up to 5% compared with regular loans, and ten lenders are offering loans at launch — some of them interest free. More lenders and products are expected to join as the scheme develops.

Who can apply?

The loans are available to households across the whole UK — in England, Scotland, Wales and Northern Ireland. As with any loan, the lender will carry out its normal affordability, credit and eligibility checks. Read more about eligibility.

What can a Warm Homes Loan pay for?

Each technology has its own maximum loan:

TechnologyMaximum loan
Solar panels£15,000
Electrical storage battery£15,000
Air-to-water (air source) heat pump£20,000
Air-to-air heat pump (once MCS certification is available)£10,000
Ground source heat pump£35,000
Biomass boiler£20,000
Heat network connection£7,500
Micro-renewable system£20,000

How much could it save?

According to the government, installing a heat pump, battery and solar panels together could help a family save up to £550 a year on energy bills, rising by a further £300 a year with a time-of-use tariff. Savings depend on your home and how you use energy, so “up to” means some households will save less.

Who installs the upgrades?

Every installation under the scheme, except heat network connections, is carried out by an MCS-certified installer. MCS certification means recognised technical and consumer-protection standards are met.

Can I combine it with a grant?

Yes, for heat pumps. Homeowners can combine a loan with a grant of up to £9,000 through the Boiler Upgrade Scheme (or Home Energy Scotland in Scotland), which lowers the amount you need to borrow. How the loan and grant fit together.
