After failing to satisfy its Energy Company Obligation (ECO3), CO-OP Energy has agreed to implement additional energy efficiency measures in response to Ofgem’s positive engagement.

CO-OP Energy, a former residential energy provider that exited the market in August 2019, has pledged to make up any loss in energy savings.

The History of ECO3 and CO-OP Energy

The ECO3 programme, administered by Ofgem from 2018 to 2022, promoted energy efficiency measures and assisted fuel-poor and vulnerable households in heating their dwellings and reducing their bills. Targets were designated to suppliers based on their domestic British energy market share.

Actions and Noncompliance of CO-OP Energy

CO-OP Energy acknowledged noncompliance with its ECO3 obligation, having only achieved 36.37 per cent of its cost-savings goal by 31 March 2022. In response, the company has agreed with Ofgem to implement energy efficiency measures to make up the shortfall of £35 million. By the end of 2024, CO-OP Energy will have fulfilled its remaining obligations and saved an additional £3.5 million on energy bills, ensuring that more vulnerable consumers reap the rewards of energy efficiency measures.

Energy Conservation Measures

CO-OP Energy may implement the following energy efficiency measures to remedy the shortfall:

  • Replacing obsolete heating systems with alternatives that conserve energy
  • Insulating dwellings, thereby decreasing heat loss and energy consumption
  • Promoting the use of intelligent thermostats and energy monitors

Industry Responses and Effects

Ofgem has emphasised the significance of energy suppliers fulfilling their ECO obligations and stated that it would take severe action against those who do not comply. Customers of CO-OP Energy, industry experts, and environmental groups have largely applauded the company’s pledge to remedy the situation.

CO-OP Energy’s ECO Compliance Journey Timeline

  • CO-OP Energy left the domestic energy market in August 2019.
  • Effective from 3 December 2018 to 31 March 2022: the ECO3 programme
  • CO-OP Energy will achieve only 36.37 per cent of its ECO3 cost-savings goal by 31 March 2022.
  • April 2022: CO-OP Energy and Ofgem agree on measures to resolve the deficit.
  • CO-OP Energy must satisfy its remaining obligations and save an additional £3.5 million by 31 December 2024.

Conversion to ECO4

The ECO3 programme has evolved, and on 1 April 2022, the ECO4 Order went into effect, encompassing measures installed through 31 March 2026. ECO4 builds on the success of ECO3 and continues to aid vulnerable, low-income, and fuel-poor households.

Useful Advice for Consumers

  • Installing loft and wall insulation can improve the energy efficiency of a residence and reduce energy costs.
  • Upgrading to energy-efficient lighting and appliances
  • Using intelligent thermostats and energy-monitoring equipment
  • Draft-proofing windows and entrances

CO-OP Energy’s agreement to implement additional energy efficiency measures and address its £35 million ECO3 shortfall demonstrates the significance of energy suppliers fulfilling their responsibilities.

With the implementation of the new ECO4 Order, the emphasis on assisting vulnerable households and promoting energy-saving measures will continue, providing tangible benefits to those in need.
