Helping Residents Improve Financial Wellbeing, Skills, and Community Life

Vale of Glamorgan Council offers a wide range of support for residents, community groups, businesses, and energy initiatives. Whether you’re dealing with cost-of-living pressures, renovating empty homes, protecting nature, or starting a business, here’s what’s available:

Small-scale community projects can receive £100–£400 to support “strong communities with a bright future.” The fund distributes around £5,000 annually, via the Mayor’s office. To apply, download the form and guidance, then email TheMayor@valeofglamorgan.gov.uk.

Closed for new applications now, this fund has allocated £180,000 for 2025–26. Grants range from £5,001–£15,000, with a minimum 20% match-funding required. Successful projects must finish by 31 March 2026. Email scgfapplications@valeofglamorgan.gov.uk to check eligibility.

Reopened in September 2024, this fund supports local organisations tackling food poverty, utility bills, employment barriers, and wellbeing services. Awards of up to £2,500 must be spent by March 2025. See success stories of vouchers, hygiene packs, and support activities .

Glamorgan Voluntary Services, in partnership with the Council, administers several targeted schemes:

• Revenue grant for older people’s wellbeing, up to £15,000 (deadline 30 May 2025; spend by 27 Feb 2026).
• Youth-led volunteering fund, up to £1,500.
• Third Sector Small Grants (Community Action), up to £5,000, supporting health, environment, and volunteering.

Business & Start‑up Support

• Vale Business Start-up Bursary: helps entrepreneurs with advice, equipment, and premises.
• Vale Business Development Grant: match-funded scheme (50/50) offering £5,000–£300,000 for innovation, decarbonisation, and growth. This fund is currently closed.
• Shared Prosperity Fund: around £4.6 M allocated to support local business up to March 2025.

Residents may be eligible for energy-saving home upgrades through the UK Government’s ECO4 scheme, which aims to improve home insulation, heating systems, and energy efficiency for low-income or fuel-poor households.

The Vale of Glamorgan Council supports eligible households in accessing this funding, especially through partnerships with accredited ECO providers. This can include:

• Loft and cavity wall insulation.
• First-time central heating.
• Renewable heating systems.
• Boiler upgrades.

• Vale Nature Partnership Biodiversity Packages for community nature initiatives on public land. Starter kits and larger grants are available (deadlines varied; larger grants until 13 Dec 2024).
• Tree & Woodland Grants, via Natural Resources Wales, support individual groups, schools, farmers to plant and manage trees—current schemes are open.
• TWIG-funded woodland enhancements: Reddit reports that Vale Council secured £249,676 from National Lottery Heritage Fund to improve Porthkerry Country Park woodland, trails, and community engagement.
  

A transformation capital grant of £78,453 was awarded to refurbish Penarth Library in 2025–26—updating the local history section, study areas, and meeting rooms.
