What is the ECO4 initiative?

The Energy Company Obligation scheme, better known as ECO, is administered by Ofgem on behalf of the Department of Energy Security and Net Zero. The scheme has been designed to tackle fuel poverty and help reduce carbon emissions.

This scheme places a Home Heating Cost Reduction Obligation, HHCRO for short, on medium and large energy suppliers. Under HHCRO, obligated suppliers must promote measures that improve the ability of low-income, fuel-poor, and vulnerable households to heat their homes. This includes measures that reduce energy usage, such as installing insulation or upgrading a heating system.

What is the LA Flex Scheme?

The LA Flex Scheme is a grant made available by the Bangor Local Authority to private householders and tenants experiencing fuel poverty, having a low income, or being vulnerable to the effects of living in a cold home. Through the LA Flex, you may be eligible for improvements such as boiler replacement, new heating systems (heat pumps and storage heaters), wall cavity insulation, and solid wall thermal insulation.

Who in Bangor is eligible for ECO4 and LA Flex grants?

To qualify for ECO4 funding in Bangor, you must satisfy the following criteria:

The LA Flex programme is administered by the Gwynedd County Council, which also assists eligible households. They are not responsible for the budget, contractor selection, or project implementation. A government-approved assessor will examine the home’s age, current insulation, number of rooms, and square footage to determine if you and your home qualify for energy efficiency enhancements.
