What is ECO4?

The Energy Company Obligation scheme, better known as ECO, is administered by Ofgem on behalf of the Department of Energy Security and Net Zero. The scheme has been designed to tackle fuel poverty and help reduce carbon emissions.

This scheme places a Home Heating Cost Reduction Obligation, HHCRO for short, on medium and large energy suppliers. Under HHCRO, obligated suppliers must promote measures that improve the ability of low-income, fuel-poor, and vulnerable households to heat their homes. This includes measures that reduce energy usage, such as installing insulation or upgrading a heating system.

What is the LA Flex Scheme?

The government provides grant funding for energy efficient upgrades through the Energy Company Obligation (ECO4) scheme. The LA Flex scheme is one of the opportunities available to homeowners, tenants, and landlords through ECO4.

To be eligible for the LA Flex fund, you must satisfy one or more of the following requirements:

  • Low-income: If the Household income is less than £31,000 before tax you will qualify through route 1 of the LA Flex scheme.
  • Certain conditions that are impacted by the cold: Those with respiratory disease, cardiovascular disease, neurobiological disease, cancer, limited mobility, or autoimmune and immunological diseases will qualify via route 3 of the LA Flex scheme.

The following may be available to you through the LA Flex Scheme:

  • Boiler Replacement
  • New heating technologies, including heat pumps and storage heaters
  • Internal Wall Insulation
  • Cavity Wall Insulation
  • External Wall Insulation (with a contribution)
  • Solar panels

Edinburgh Local Government’s Stance on LA Flex and ECO4

To facilitate eligible households in accessing ECO4, Edinburgh Council will establish LA Flex for Edinburgh. Only private homeowners and renters who suffer from fuel poverty, have a low income or are vulnerable to the effects of a cold residence are eligible for financial assistance. The City of Edinburgh Council is not responsible for the budget, contractor selection, or project implementation of the ECO LA Flex programme, managed and funded by private companies.

Is ECO4 funding available to me in 

Yes, ECO4 funding is available in Edinburgh – The good news is that qualifying conditions have been expanded to include even more benefits since the last funding allocation. The expansion includes the following advantages as eligibility requirements:

  • Income based job seekers allowance
  • Income related employment and support allowance
  • Income support
  • Pension credit guarantee credit
  • Working tax credit
  • Child tax credit
  • Universal Credit
  • Housing benefit
  • Pension credit savings credit
  • Child benefit (with dependancies)

Please be aware that the eligibility for each council’s LA Flex may change depending on the area in which you reside.
