In summary

The Carmarthenshire LA Flex Scheme is intended to assist landlords and tenants in Carmarthenshire in gaining access to ECO4 funding for household energy efficiency improvements.

The Help to Heat programme includes this initiative, which aims to assist households at risk of fuel poverty and those most susceptible to the negative impacts of living in a cold home. This article will discuss the LA Flex Scheme’s eligibility requirements, application procedure, and how Consumer Rights can assist you.

Eligibility Criteria for Financial Assistance.

To be eligible for funding assistance through the Carmarthenshire LA Flex Scheme, non-benefit-receiving landlords, private owner-occupants, and private rented tenants must satisfy one of the following requirements:

  • Fuel Poor and EPC F or G,
  • EPC E and Vulnerable LIVC
  • The property owner or tenant must endorse a declaration.

Client Vulnerability Criteria for the Carmarthenshire LA Flex Scheme

The LA Flex Scheme takes the following client vulnerabilities into account:

  • Age: Over 60, infants under the age of five, elementary or secondary school students, and pregnant women are exempt.
  • Health Problems: Respiratory disease, cardiovascular disease, severe mental illness, substance addiction, dementia, neurological disorders, cancer, limited mobility, haemoglobinopathies, severe learning disabilities, or immunodeficiency and autoimmune diseases.
  • A doctor or other licenced health professional must provide a signed statement to validate any health-related conditions.

Energy Efficiency Measures of Various Types

The LA Flex Scheme and ECO4 can fund various energy efficiency measures, including insulation, heating system enhancements, and renewable energy installations. These enhancements reduce energy costs and contribute to the government’s carbon emission goals.

Responsibilities of Energy Suppliers and Contractors

Contractors, energy suppliers, and their representatives participating in flexible eligibility assessments and indicated works must adhere to the Data Protection Act, Ofgem regulations, and industry best practices for consumer care and quality standards.

Final Conclusion and Quality Control

The energy provider or contractor will determine whether a household receives a measure under flexible eligibility or other ECO funding streams. Carmarthenshire County Council’s qualification in the statement of intent or declaration does not guarantee the implementation of any measures, as the provider has the final say.

Navigating the Carmarthenshire LA Flex Scheme and ECO4 can be difficult, but Consumer Rights is here to assist. Please contact us if you have any queries about the application process or require assistance, or you can complete our online application form for ECO4 Funding.
