Over the last few years, our team at Consumer Rights CIC has worked with Winchester residents to assist them decrease their energy bills while also helping the UK’s goal of reducing carbon emissions.

We are committed to assisting Winchester residents in accessing the funds they are entitled to through ECO4, and the Great British Insulation Scheme, supported by LA Flex, which is accessible to qualified families.

So How and Why Do We Do This?

The UK Government has launched the ECO4 scheme and other grant programs to help reach Net Zero emissions. Consumer Rights is committed to supporting this goal.

The average Energy Performance Certificate (EPC) rating for homes in Winchester is 63, which is classified as Band D and aligns with the national average. To comply with the Minimum Energy Efficiency Standards (MEES), private rental properties in Winchester must have a minimum EPC rating of Band E. 

Properties rated F or G may not be legally rented out, unless there is a valid exemption.

Winchester residents have been receiving assistance from Consumer Rights CIC to enhance their property’s EPC rating. This is achieved by utilizing ECO4 funding and participating in local energy efficiency initiatives.

Winchester’s housing stock is diverse and includes many older homes that need significant energy efficiency upgrades, which makes these schemes particularly important for the city.

Winchester has made significant strides in improving the energy efficiency of its housing stock, with initiatives focused on insulation, solar panels, and renewable energy technologies. The council has implemented programs to enhance insulation in council homes, including cavity wall and loft insulation, to reduce energy consumption and heating costs.

Winchester City Council is committed to decarbonizing its housing stock by replacing gas boilers with zero-carbon alternatives and expanding local energy generation systems. These efforts aim to lower energy bills for residents, reduce carbon emissions in line with Winchester’s goal of becoming carbon neutral by 2030, and improve overall comfort and health within the district’s housing stock. Winchester’s focus on energy efficiency reflects its dedication to sustainability while addressing fuel poverty amidst rising energy costs.

EPC Ratings in Winchester 

  • C and above (good energy efficiency): Around 30-35% of homes in Winchester have an EPC rating of C or higher, indicating decent energy performance. These properties may still benefit from further upgrades like solar panels or modern heating systems.
  • D (average efficiency): The majority of homes fall into band D, representing moderate energy efficiency. These properties could significantly reduce their energy costs with insulation improvements and modern heating solutions.
  • E (poor efficiency): A smaller percentage of homes are rated band E, meaning they have poor energy performance and face higher heating costs.
  • F-G (very poor efficiency): The least common group consists of homes rated F or G, which have very poor energy efficiency. These properties often require major upgrades to meet modern energy standards.

Many homes in Winchester already have an EPC rating of D or below, which is the initial eligibility criteria for government funding.

2. Centre Call Contact
After completing the checker, a member of our qualified contact centre team will call you. They will:

  • Discuss your property and the upgrades available.
  • Walk you through the application process.
  • Help gather any required documents.

3. Property Survey and Upgrade Options

    • The team will arrange for a survey of your property to assess the upgrades that can be offered.
    • If you want to proceed, they will schedule a time to carry out the necessary work.
