Consumer Rights – Supporting Communities – Supporting Ely

For the past 3 years, Consumer Rights CIC has been dedicated to helping residents in Ely and surrounding areas reduce both their energy costs and carbon emissions.

We are committed to ensuring that eligible Ely residents can access the financial support they are entitled to through schemes like ECO4 (backed by LA Flex) and The Great British Installation Scheme.

Why and How Do We Help?

The UK Government has set a goal of Net Zero Emissions, and introduced initiatives like ECO4 to help reach this target. All UK homes now need an Energy Performance Certificate (EPC) rating of at least band D to comply. Consumer Rights is committed to supporting this goal.

In Ely, the average EPC rating for homes is around 63, which falls within band D and is consistent with the national average. For private rental properties, landlords must ensure their properties have a minimum EPC rating of band E. It is illegal to rent out properties rated F or G without a valid exemption.

Consumer Rights has been actively helping Ely residents improve their property’s EPC rating by providing access to government-backed initiatives, such as ECO4 and The Great British Insulation Scheme.

The Importance of Energy Efficiency in Ely

The housing stock in Ely is varied, with a significant number of homes predating modern energy efficiency standards.

Many properties are Victorian and Edwardian, built before 1919, and typically have poor insulation and are highly inefficient. Homes built between the 1920s and mid-20th century may have better structural foundations but still require upgrades to meet current energy efficiency standards. East Cambridgeshire District Council will establish LA Flex for Ely to help households that qualify for the programme. Financial assistance is only available to private owners and renters. This is for those experiencing fuel poverty, low income, or susceptible to the negative effects of a cold residence.

EPC Ratings in Ely

  • C and above (good energy efficiency): Approximately 25% to 33% of homes in Ely have an EPC rating of C, indicating that these homes are fairly energy efficient. However, these homes could still be improved with upgrades such as solar panels or modern heating systems.
  • D (average efficiency): Homes with this EPC rating, the most common in the area, typically have standard insulation and heating systems. They could achieve improved energy efficiency with upgrades.
  • E (poor efficiency): Older properties with solid walls and outdated heating systems often have an E rating. This applies to a smaller percentage of homes in Ely, leading to higher energy costs.
  • F-G (very poor efficiency): These homes are the least common type but are the most energy inefficient. They need substantial improvements to reach current energy standards.

An EPC rating of D or lower is necessary for a property to be eligible for government funding. This initial eligibility requirement is already met by numerous properties in Ely.

Supporting Low-Income Households

In Ely, a considerable number of households have low incomes, and energy costs can be a significant financial strain. Local authorities report that many Ely residents struggle with fuel poverty and cannot afford adequate heat for their homes.

Consumer Rights can help you access the ECO4 scheme. We collaborate with a network of government-approved installers to implement home improvements for increased energy efficiency.
