What is ECO4?

The Energy Company Obligation scheme, better known as ECO, is administered by Ofgem on behalf of the Department of Energy Security and Net Zero. The scheme has been designed to tackle fuel poverty and help reduce carbon emissions.

This scheme places a Home Heating Cost Reduction Obligation, HHCRO for short, on medium and large energy suppliers. Under HHCRO, obligated suppliers must promote measures that improve the ability of low-income, fuel-poor, and vulnerable households to heat their homes. This includes measures that reduce energy usage, such as installing insulation or upgrading a heating system.

What does the Leicester Council say about ECO and LA Flex?

Leicester City Council will establish LA Flex for Leicester to help households that qualify for the programme. Financial assistance is only available to private owners and renters. This is for those experiencing fuel poverty, low income, or susceptible to the negative effects of a cold residence.
